Looks like a pirate with two peg legs.
The shoe files contain an alpha channel similar to the legs, arms, and faces. This alpha channel tells the game how much shine or specular lighting is applied to give a realistic lighting effect. In the real shoes patch, the alpha was made black so that the shoes do not shine at all. The normal reason for alphas are to make something transparent or partly transparent, like the replay controls background at the bottom, but NBA Live uses the alphas on players for the lighting.
Your videocard most likely doesn't support lighting, and lighting is being forced to "on" in the detail settings. Set lighting to off and the shoes should return.
