what is texture filter for?

They are used to improve visual quality.
Bilinear is the lowest
Trilinear is the middle
Anisotropic is the highest. Just use this one it shouldn't hurt your framerate much at all like it would 3 or 4 years ago. If it does lower your framerate too much and you don't like that, drop it to Trilinear.
