can a player who's dunk is rated by 99...can do all the dunk packs?

Each player only has one dunk package. Players who have a Dunking rating of over 90 generally get assigned a package where they can do a wide variety of creative dunks in addition to the basic dunks. You can always assign a new DUNKPACK value to a specific player by editing players.dbf.

Search for the "SIGSHOT" column in the players.dbf, I think it's far on the right, I believe the last one.
Insert the number which is in the field of the player you want the sigshot of, in the field of your created player.
For example, if Ray Allen has '10', insert '10' in your field.

A run-down of the dunk packages can be found here. As far as I can tell, it's the same as last year give or take a couple of animations.
