There are four locked entries in the default teamgear.dbf file, which you'll find towards the bottom of the database. They're easy to identify as their ISUNLOCKED value will be 0 instead of 1. Change the value from 0 to 1 for all four of those entries and you'll unlock alternates for the Wizards, Jazz, Nets and Bobcats.
Note that the preview of the Wizards' gold alternate is incorrect as it displays the regular blue away jersey. The jersey that appears in the game however is the correct gold alternate jersey.
