i heard somebody post that the cpu subs but the user have to do it manually. Can you clarify it for me? thanks

he means user auto subs are off.
and no that person was dumb, when you goto the substitution screen during a game there is an option at the bottom of the screen to turn on user auto-subs.

I tried that "auto-subs" and it wasn't work! CPU trade one player in whole game (12 min)

"auto-subs" is for user auto subs. check your sliders for CPU subs and goto In-Game settings and check what your fatigue setting is at. It could be off or on low. I have had decent subbing with 5 min quarters with Medium setting but High is pretty much unplayable.

It's actually one step forward two steps back. But in EA's case, it's more like half a step forward and call it a new game.
