OG, i only dropped the tattoo files in the sgsm folder and the tattos appeared on the armside next to the player's body and not on the normal, more visible side of the arms. This happened with both Carter and Jackson. Do I have to put the ebo file too?

Yep put all the files in the NBA/sgsm folder

And for the tattoos you need the Arm and Leg Sweat Patch by Pdub
