can i create a new player pool in the sign free agent (doesnt have to work in season/dynasty)?

in addition to legends pool and free agent pool, i want to make an "overseas" pool to separate all the players currently overseas...but still be able to sign them if needed

You can try but in my experience the game ends up replacing either the Legends or Free Agents with the new pool team you've created. Basically it would involve creating a custom team that uses the same TEAMCODE as the Free Agents.
