Unable to call play

i'm using PP joystick and have followed the instruction in the tutorial to set up. here are my settings

i can use all the buttons except the 4 play call buttons. i got it working with my old computer (windows xp) but since i upgraded to windows vista, i can't get it working again. please help as the game is not as fun if u can't call the shots. thansk in advance
