Seattle to Oklahoma City?

How can I change the name of Seattle to Oklahoma City in Play now?

All you need to do is to edit Sonics' line in teams.dbf file from your roster folder. Go to this directory:
My Documents -> NBA Live 08 -> saves
Select the save name of your rosters, then open teams.dbf file with DB Commander.
Find the line with Seattle and in field where is "SuperSonics" type "Thunder" and where is "Seattle" type "Oklahoma City". Save and quit. That's it.

Note that this won't change the audio. The current theory is that we might be able to take some audio from the PS2 version of NBA Live 09 when it's released but until then, the best we can do is change all references in the databases and update the team art.

If we're able to take some audio from PS2 version, will be able to take AI, sim engine, etc. too?

Possibly. It may be that we can't take very much from it or anything at all but it'll be worth checking out when it's released.
