ebo and fsh files for headshapes help?

ok i'm new to this headshaping thing and i need help. so this is the story i have downloaded rookie files that worked and haven't worked. the ones that work are the ones that have ebo and fsh files in them, but the ones that don't work are the ones that just have ebo files. i think that(cause i'm new) the ones that just have ebos don't work cause they're just the head shape right? and the ebos don't contain the face but the fsh files does right.

please tell me if i'm right! and if i'm right can somebody teach me how to create a face for the headshapes.
For example tell me what programs i need to use.
