Make sure your team has the worst record and doesn't make the playoffs. That will ensure you one of the top spots.
You can also try to trade for a draft pick with the worst team, but the last time I tried to trade for a good pick, none of the teams were interested in trading draft picks.

Its really hard to get a good pick by trading

If you want to snag a lottery pick, the easiest method is to trade away a star player but even then it's no certainty that the lottery bound team will agree to the deal and it's not always feasible or desirable to make such a trade anyway.

Get a Win record below 20
Or a Loss record Above 60
One time, I simmed the whole Knicks season
(With the stars on the IR list)
And they finished 12-70. And obviously I got the #1 draft pick.
But if you want to get it by trading, look for a team with a bad record that has full interest on your star player. Complete a trade involving your star and the draft pick and another player depending on cap room and roster space.
And there you go!

I hesitate to bring this up because it can take the fun out of Dynasty Mode as it's basically cheating, but with a little editing you can change draft pick assignments. Check out
this tutorial if you're interested, be sure to make a backup of your Dynasty game first in case anything goes wrong.
I'd recommend trying to trade for a lottery pick first though as it's more challenging that way and suitably rewarding if you pull it off.

LOSE ALOT OF GAMES!!!!!!!!! put all your starters on the bench for the whole season and when you end the season with a terrible record you will get a high draft pick. ive done it a million times and it usually works. and when you do this, you might discover that one of your bench players are better than you thought. good luck and hope this helps. peace out.

The bottom line is if you want a high draft pick, simulate instead of playing the games since user skill tends to overcome team weaknesses. I can't imagine playing through an entire season and then missing the Playoffs would make for an enjoyable experience either.
