does anyone know where i can get a teamgear.dbf to unlock the wizards gold alternate jersey

Note that the default preview art is incorrect. When you select the 2007-08 Alternate for Washington, the regular blue away jersey will be displayed but the jersey that appears in the game will be correct. Also note that various roster updates and other community made patches already exist that make these changes for you.
