I´ve searched in the forum and I could not find it.

Does turbo have any effect at all in 08?

It doesn´t seem to make much difference.

In what respect? It still works the same as in previous games.

It does not seem to alter the speed for the players. they keep running in the same speed. Sometimes they don´t even lean their body foward.

There's a big responsiveness problem with the NBA Live 08.
Sometimes when i use analog sticks, the game doesn't respond because of the automatic animations. i.e. while backing down.
It's soooooooooooo annoying. :x

I can't say I've noticed turbo not performing its usual function, though as Beatboxer mentioned the fact you can't break out of animations is certainly an issue with the PC/PS2 version.
