roster in dynasty

when i load this and start a dynasty, why not all free agents are included in the free agents list where i want to sign someone?

The game prunes the lower rated free agents when you begin a new Dynasty.

does the game limit the number of free agents in a dynasty or just get rid of lower rated ones?

I believe it limits the FA pool to 100 when you start a new Dynasty, pruning the lowest rated players to achieve that. Unfortunately that usually means some cheap options/"spare parts" players don't make the cut.

The most obvious would be to adjust the ratings for players you don't want to see pruned, making sure they are amongst the top 100 players in the free agent pool, but that's not necessarily a realistic or desirable option.
