Editing CPU Substutions Algothrims and Strategys

Is it possible to edit so that CPU subs all players throughout the game
I put Human/CPU subs to 100 and fatigue to High but sometimes it does not recognize fatigue or foul situations allowing key players to foul out quickly as well as not managing fatigue down the stretch
