My advice is to always rent before you buy if you're undecided. Give both games a fair chance and if possible, try some slider settings if any are available to see if it enhances the gaming experience for you.
As far choosing between NBA Live on a particular console, it comes down to whichever console you prefer to play. Most of the innovations will be on the 360 compared to the PSP or Wii.
