The video card itself is probably fine. As I said, it's likely a video card
driver issue. By default, Windows Vista doesn't contain appropriate drivers for every single video card out there, so installing a fresh copy of Vista won't necessarily include the necessary files to make your video card work properly.
Go to the Start Menu -> Computer -> System Information -> Device Manager (it might be under a tab called Hardware, I'm still running XP so I'm going by memory of the last time I worked on a Vista machine) and look under Display Adapters. If there's nothing there, chances are the person who installed Vista didn't install the appropriate drivers for your video card, thus it isn't installed properly and games like NBA Live 08 won't work.
It's easy enough to fix though. All you need to do is download the drivers from your card (running a Google search with your card type along with the words driver and vista should bring up a few download links) and install them. Or ask the person who fixed your computer to install them for you.
