hello! does anyone here in the forum have the latest Roster Update as of July 2009? Do you have the patches? hope i can have copies of yours. thanks. just reply here in my message or send me the link. thank you in advance. i'll really apreciate it.

If you're talking about the NLSC rosters, there is no offseason update available as yet. I've posted a few notices about this, check out the main page if you're interested. Otherwise you might want to check out the TUP threads in the NBA Live 08 Releases & Previews section.

i take the rostar the ea sports make and change him
i put all the rookis in the players.dbf
and change the stats and positions
i need to make some gear and faces and i show the preview
the Release as soon as i fix all

That's not what you did last time though. I can tell because of the order of the missing legends in players.dbf. So long as it's your own work from scratch or you get permission first, there's no problem.
