How do i sign Rudy Fernandez in the Blazers because hes in the Spain team and i want him to be in the blazers...???

If he isn't on the Blazers (I assume you're using default roster), the only way is through dbf editing. But I could suggest you to download one of the updated rosters - NLSC latest roster or the one from the TUP. They're both very good.
