Question on Signing international players

Hey guys, I just got the game, for PS2.

1) how do you sign international players to your NBA teams? I want Scola which is on the Argentina team on my Rockets, but do not know how to do it?

2) how to designate NBA players to play on the international teams? e.g. Francis -> USA team

I'm not sure if this would work for the ps2 which i have, i did this for xbox though and it worked. Before you do a dynasty, you have to go to the trade player option, and make trades with the international teams. It may or may not work.
