Is it a bug or is it just how it is?

I have noticed going towards the end of a close game or the end of any game that the back-ups of the cpu team are on the floor.Even on my team if i have the auto sub on.I really hate this.Does the primacy or fatigue affect this? Or is this just a bug?

I'd say just the messed up AI in NBA Live 08 PC.
