You cant make new headshapes, you can only take the existing one and edit them. There's a video tutorial in the tutorial section on how to perform ebo editing. It's really not difficult, just moving vertices here and there but you'll need basic knowledges first before being able to do so. The UV mapping view in ebodit is just a layout of the whole face, but it allows you to know which vertices are responsible for which part of the face. Use it as a guideline to move vertices. Mess around with the program and you'll get the hang of it.
