Where do I place the file?

Not a patch release or preview. Please do not post anything that is not an actual release or preview in that section; unless you're asking a question about a specific patch in its release thread, please post any questions in the Patching Help & Requests section. For now, I'll move this thread.

You'll need to place it in the sgsm folder. By default, that's located at C:\Program Files\EA Sports\NBA Live 08\sgsm. If you installed NBA Live 08 to a custom folder you'll need to substitute the appropriate path accordingly (eg C:\Games\NBA Live 08\sgsm).

No harm done. One additional note, when you extract the file make sure it doesn't go into a subfolder within sgsm; it must be in the sgsm folder itself.
