editing rookies in the dynasty mode

how do i edit the range of random height, names and schools of the dynasty generated rookies ?

You can't really, but once rookies are generated they appear in the database on team number 39 (the Rookie pool) and can be individually edited.

but one modder was able to change the names of the rookies being generated, as well as the names of the staff that you are going to sign, i just dunno how he did it

I don't remember that but I'd say that would have been done by editing names.dbf. That's the file that contains all the names for generated staff and players.
