It keeps you from going out of bounds. The higher the slider, the less likely your player will step out of bounds. Turn it up to 100 and play a game and try to go out of bounds, your player will slide along the edge until he finally goes ou of bounds. Turn it to 0 and there will be no force applied. Too bad it only effects players during their running animation. I hate it when a bumping animation happens that pushes my player out of bounds at some awkward angle.

It depends whether you want to make it easier or harder for players to step out of bounds. If you want to give yourself a bigger cushion to avoid going out of bounds, a higher setting (or maximum setting of 100) is appropriate. Note that the CPU will have the same advantage. If you want to make sure players can step out of bounds more easily, a lower setting is more appropriate.

Check the slider thread in NBA Live 08 General for some specific suggestions.
