Well, i've been thinking more about how this can be done, and what i have come up with is just some guidlines.
I decided a month a week is probally to fast - (as was pointed out by w00kle

) so what i'm thinking is that each team has a week and a half to submit for the following month to proceed. But in the case of the tradedead line, the league will have a break period of a week to finalise final trades.
At the moment I am undecided about whether to have draft to start the season, or to use orignal rosters. but i'll let you guys decide that.
An idea i like that is used at
NLL is that the gm's earn points during the season for completing tasks such as winning certain games, maintaining a team site and losing points for not submitting your team on time. These points then come into play when resigning a player etc.
And other things to add to it are pretty much things we wished were in NBA Live 2003 Franchise mode - trading draftpicks, monthly awards etc
If you have anything you want to add, just drop a line.
