Yes, this link covers its new version: Cities Unlimited which has been developing nowadays.
The most important aspect of this work-in-progress game is, a large active community helps feed the developement progress of the game with new ideas and suggestions

I'm so sad, because i'm a die-hard nba&nba live fan. I wanna get some information about the progress, but it seems it's impossible.

You can always play NBA 2K instead. That might get their attention.
