Since I already know this feature couldn't be done until PS3/XB2 I'll just lay it out and tell me what you think.
The new Live (either 07 or 08) should have all 30 PA guys for their respective teams. Think about how easy it would be......You invite all the guys out for a week. Sit them down and just have them say the player names. Twice, one for home and one for away. Then you could have the different authentic calls for example.....
New Jerseys PA call for Jason Kidd (says it fast kinda yelling)
Houston- When Hou gains possesion the PA says "Who's ball is it?" And the crowd replies "ROCKETS".
Detroit-They get the ball PA'DEEETROIT BASKETBALL"
And my personal favorite the Pacers.
-When Miller nails a three PA "IT'S MIIIIILLLLLEEERRR TIME"
-And at the 2 min. mark PA "Two Min. TWO-AH"
Of course other folks can chime in with their own since I don't watch all teams on a regular basis. But this would truly complete EA's mission on having authentic arenas. Retired jerseys, division/conference/finals championship banners and the true PA announcers.

The damn consoles have been holding Live back already for long enough... This would be so easy to do on the PC already, but the consoles just don't have the kick...
It is a far more extensive process than you think... It takes a long time to do all that stuff and what about when Reggie Miller retires, what happens to Miller time then?
It will take too many recources at this time to get it done... And it wouldn't give that much to the game. Sure it would create a better ambiance, but I want a better game first.

I would really like to see this I get so god damn tired of hiring Marv Albert and the Snapper. This really would add alot to the game and is definitley something for EA to think about.

what do those features have to do with next generation console?? 
Why couldn't these be done on current xbox/ps2/gamecube?
They won't do it because these features cost lots of money. Technical wise they are really easy to achieve.
