DESTINY rating question

I've gone through the tutorials and also met the DESTINY rating. And I have 2 questions regarding this:

- How is it calculated? Higher = will improve faster or is lower = will improve faster?

- What is the highest rating?

It ranges from 1-8, with 1 being the best and 8 being the worst ie a player with a DESTINY value of 1 has much more potential for development than a player with a value of 8.

and where can you find these ratings?

DESTINY is a field in players.dbf. It's a hidden attribute that cannot be edited from within the game.
