How come the CPU can sign FA whe3n over the cap?

I have looked on websites, forums and everything for an answer to this, and this forum seems active, an dmaybe it was already posted somewhere. (I tried a search but no luck)

It really pisses me off. :)

Like if your the Mavs or Knicks you are screwed unless you trade everyone for cap relief.

Uggg Any answers/more venting?

Teams can re-sign their own players when they're over the cap, if that's what you mean.

Yes. Can the human player do that as well? I never really tried. If so, then I'm getting mad at nothing

Yes you can, in the offseason. You can't sign other free agents for anything but the league minimum when you're over the cap though.
