Oftentimes, controller issues are compatibility issues. It's just like installing a hardware such as a modem or a graphics card and installing the wrong driver. This results to a hardware not working properly, or not being detected at all.
The same goes true for gamepads. Did your gamepad include a driver or an installer CD or floppy disk? If it didn't, try to check in your CONTROL PANEL --> Game Controllers if the correct gamepad is detected. PnP gamepads are often detected by Windows XP, Windows 2000 Pro, (not sure about Win9x, WinMe).
In the game, try to experiment with other gamepad drivers that came with NBA Live. If none of them worked, perhaps a manual configuration would be possible. Try to check your gamepad config (C:\Documents and Settings\user\My Documents\NBA LIVE 2005\configs) and open it in a text editor like Notepad.
