The ratings on the scouting report are just approximations... I have seen guys that have A on speed to have 80 as speed and 90 as speed...
Usually the higher the guy is projected at the higher the rating will be... I'm not sure exactly (haven't kept records), but I would think something like this...
A - 75+
B - 65-75
C - 45-65
D - 25-45
E - under 25
Or something like this... Anyone else have any comments on these approximations?
They might be a little high, but if you think of it this way, it should be pretty ok.
One more thing to advice for you guys that really want to rebuild your teams through the rookies... Trade for the rookies in the off-season... The overalls are still low then and most likely will get that extra raise when the season is ready to start... You could have a 54 overall guy in the summer start season with 60 overall... I've seen it happen.
With second round picks you should try to find guys with potential... Or some other mostrous ability like 7'5" 320 pound guy that is just huge... I've got me some very playable players with the second round picks... I especially liked that one small guard that really knew how to put it down. He was fast, he was athletic and he could dunk well. Couldn't shoot the ball at all, but it didn't matter. He's still one of my favorite players I've found in the draft. He was projected at 'Undrafted' with 'Excellent' potential.
