is pda accessible during offseason?

hey guys... can anybody here tell me if the pda is accessible during offseason?? coz ive played live once on a ps2. while i was on the offseason i tried resigning players but i didnt know if they accepted my offer not until the season started.. anybody please...

its available in the offseason. it notifies you if a player has retired, re-signed, signed, etc.
