if it helps any, the rookie ratings are not actually computer generated, they are all in the players dbf file.
if you take the number 1 projected rookie from the dbf, change his name, appearance, height, etc. to say greg oden, then go through the players dbf, which will have all the ratings columns blank, over to the column PSTEALS through CPTURNOVER, you'll see a bunch of numbers in those columns which rookies couldn't have accumulated as stats yet. those are the actual ratings for rookies in order corresponding to the normal ratings columns starting with fg.
so the FGBASE rating will be the number in the PSTEALS column
THREEPTBAS will be the number in the pdefreb column, and so on.
there does appear to be a 2-5 point difference in some ratings once the draft is over and you can see the players actual rating, but it isn't usually in more than a few rating categories at most.
i have only tested this once for 2007, and only after reading the thread over at eamods, so to get a more accurate feel for it just try changing one rookies values in these columns, PSTEALS through CPTURNOVER, to 99 in the dbf, then run through a scouting report for the player if you want, you should see mainly a+ with maybe some a or a-, then just sim through the season and post season real quick, sim through the predraft tasks or even the draft unless you want to see where the player was picked, then sim up to and enter the trade phase of offseason. this is where you can see the rookies ratings if you also want to alt/tab out and look at the dbf file to see if the other rookies ratings reflect the numbers in those fields.
hope this doesn't sound like more work than it is, it's really simple actually and should make it easier for you guys if you could pick and match players from the rookie pool by position and then just change the heights, weights and colors if need be in the appearance dbf.
