collective bargaining agreement

i'm not sure wheter this will be in the new live06, but it would cool if
this can be patched in 05 or maybe in 06 later.

It would be difficult to patch since the salary cap file is generated once you begin a new Dynasty Mode (making a changed file harder to distribute and automatically install). Other aspects, such as the max contract length, new active rosters etc are impossible to edit as far as I'm aware.

I hope we can at least offer MLE/LLE if we're over the cap...
