Does any body now why Shaun Livingston wasn't in NBA Live 2004.

I take it you meen NBA Live 2005, not 04.
I belive the reason why he's not in it was because he was officially signed after EA Sports cut the date for their roster for the game.
But if you have the PC version of the game, you can always download a patch whith him. And if you have the console version, you could create him yourself with a CAP.

Andreas is correct; he wasn't signed before the cutoff date.

That's right. The PC version was released sometime after the console versions, thus it had a later cutoff date.
