Does the computer use dynasty points?

Does the computer use dynasty points ? is there anyway to change the weights of the statistical bonus's be them from training or for 1game to a season long?

Can't say for sure whether the CPU utilises any Dynasty Points/Extras to develop players. There doesn't appear to be much evidence either way.

Not mid-season, that's for sure. No overall ratings change, not even after injuries.
