Miami? Phoenix?

It seems that every dynasty game i run, Miami & Phoenix turn out to be middle of the road teams that barely make the playoffs. Even updating the stats of the starters doesn't seem to help much.

Any ideas on what to change to get more realistic performance from these two powerhouse teams?

Im not sure in my simulated seasons to get my 80s and 90s rosters right teams that are rated in the high 90s (IE: 90s Houston and 90s Seattle) rarely make the playoffs. I would like a way to solve this also.
