when installing the MDAC 2.8 RTM (Microsoft Data Access Component 2.8 )

I get a message saying "MDAC 2.8 RTM is incompatible with this version of Windows. All of its features are currently part of Windows."

Does this mean I got it on my PC allready? , i got XP home edition.
