Scouting Report Bug?

i scouted a few players in my dynasty and played a few games.. after my game i scouted the same player on the same attribute.. the result was that i got a new set of grades for that attribute, when i scouted again a different set of grades were given.. is this a bug? or is this part of the game? i have the ps2 version btw..
