Okay - after a little more tinkering this is what I have found:
The NICKNAMEID field is certainly a text field. Try any of the ID numbers in the nicknames.dbf file, and go and view the player in the roster screen, and you'll see the nickname. It also impacts the audio in some cases; it seems that if you use any of the audionicks previously attributable to the created players in past versions of LIVE (all of the four digit ID's in the nicknames.dbf file) that it will use the nick for your player (announcers, etc.) just like in previous live. However, I tried giving one player the Walter McCarty's nickname "Big Nasty" or ID #18. I couldn't get my player to be called by that in the limited amount of time I played, he was just referred to by number. Changing the ID #18 ISCREATED field from False to True seemed to have no effect.
So what I am thinking is, is that for some nicknames the nickname id's are just for the text in the game (have you ever heard an annoucner call McCarty Big Nasty?) and other's (maybe just the created ones) are both for text and audio. Perhaps however if you were to use an ID like "Zo" you would hear it, since there is likely an audio file associated with it, unlike "Big Nasty" Hmm...
