Can We use oedit this year....

hi guys

its been awhile ... but can we use oedit this yr like we did last yr... i should be getting the game next week ... i m all ready trying to figure out my first patch that well be a update of the Fleet Center update from last yr since its the only arena not in their this year game again.. if anybody knows if we can use it this yr please let me know???
