Is the CAP worse than in 2004?

I've heard alot of people complaining and being dissapointed of the create-a-player feature this year. Is it really worse than in 2004 or is it better (though only slighter)?

I got the impression that it has been improved greatly, only criticism I've heard is that it takes too long to create/edit a player which means it would have a lot of detail in it.

Another criticism I heard was there's not enough player models, even though there's more abilities to tweak a player's face.
