Problem with cap

I play a dinasty with toronto,anda all the trades are refused because the cap.
what is the cap?
and what i have to do to put the cap i have: -2.40 to a positive cap?

the cap is the salary of all players and if it is negative you cant hire a player or trade for a player who has higher salary than yours.To make it positive either try to lower the players salary at re-sign or release the players that you dont wont to have in your team.

You can still get players who have higher salaries than the ones you currently have even if you're under the cap. You just gotta make sure the two values are close enough.

but the salary you talk is all players or just the ones to trade?
