injury reserve

i got exactly 12 players on my roster right now and am 200k under the salary cap. if one of my players gets injured, can i sign a free agent even if i go over the salary cap?

or am i going to be short-handed until the injured player comes back.

You can sign players to minimum contracts even if you are over the cap.

is it not like u can sign players if they will take a 1.10 mil salary anytime when your under the cap

No, you can sign players for the minimum when you're above the cap at any time...so long as you have an available roster slot.

I'm guessing you mean over the cap. And no, you couldn't sign Shaq as his virtual equivalent demands more than the minimum. When you're over the cap, you can sign any player that's willing to take the minimum salary according to the salary cap rules. Whether they'll agree or not is another matter entirely but as far as the salary cap rules are concerned, yes, it is possible.

By minimum salary he means 1.10M, not 385K!

Minimum salary is neither always 1.10M, nor is it 385K. Minimum salary increases by player experience. You won't be able to give a sophomore a 1.10M minimum contract if you're over the cap, but you can sign a veteran for that 1.10M min.
