Positive Cap Room bug?

I'm currently in my 4th year as a manager, switched from the Jazz to the Hornets after bringing the Jazz to the top of the league.

I've done a host of trades in the offeason and early season, and now have 2.63 million in positive cap room, and want to sign Kareem Rush for 2.52 (his asking price) but I get locked out from the deal with the "No salary cap space" message in the pda.

Must be a bug huh?

Regardless of that - hot tip, get Peter John Ramos in the first season and spend all your dynasty dice on him, he currently owns the league for me.

I've heard of it happening before, and it has happened to me once but I made another offer that was slightly higher and it was accepted. My guess is that the message is sometimes used instead of the appropriate offer rejected message, it won't always occur when you've got cap room.
