i was messing around with this last night , i think it depends on the particular artist , like Jowe , im pretty sure he uses the chrome effect to get his smooth wrinkles , and for the mess effect i think people just pattern overlay the jersey with tiny crosses or dots with a slightly higher opacity then the rest. These are just thearies of course , and i didnt spend much tme on doing it but it seems as if I might be correct.
