Different people have different views on players, that could account for some of the discrepancies between your supposed ratings and that actual ones. Also, 83-86 is a very good overall rating, note that only 4 players originally had ratings in the 90s, so I wouldn't base this game to other games which you have played, where the ratings were much higher or any system of number rating effiency you have placed in your mindset. To answer your question, although I do not officially know, I suppose both stats and how a player actually plays a game is watched for ratings, you would have to actually watch an NBA game to understand that people like Bruce Bowen and Doug Christie are key players, although their PPG and the such may not be as much as some stars, but you can nonetheless tell they are important players to the team.
