you can use CDBF editor, but as it's a dos based editor it's pretty tiring to use.
Else, the latest version of Microsoft Excel can handle pretty correctly DBF files. Beware, the 2000 version corrupts files and it's possible that the latest versions do the same (not as many times as before though), so I suggest if you use Excel that you make MANY backups
