Change free agent expected salary?

Is there a way via players.dbf file editing (or similar .dbf file) to change the requested salary of free agents to the minimum? I would like to do this to prevent superstars (i.e. Ray Allen who has been waiting for someone to pay him 9million for two years now) from being inactive for years at a time, due to their high salary expectations. I tried changing the "Salary" field, but that just changes the listing for their previous salary. Any ideas?
